Dynamic Integrated NATO Operational System for Air-to-Air Refuelling

The Dynamic Integrated NATO Operational System for Air-to-Air Refueling (DINO SAAR) is a software solution designed to optimize Air-to-Air Refuelling (AAR) missions within the NATO Alliance, providing recommendations for AAR mission preparation, execution and training. This platform simplifies the complexities of AAR through integrated data processing and algorithms.

The DINO SAAR System was successfully tested during NATO’s Ramstein Ambition 2025 and Steadfast Duel 2025 exercises and demonstrated significant gains in operational efficiency, resource savings, and mission scalability. DINO SAAR delivered fast, fully automated planning and mission execution, transforming a single Air Task Order into a full set of AAR missions, reducing tanker requirements, and enabling seamless integration with existing NATO Air C3 Systems. 

During the Ramstein Ambition 2025 and Steadfast Duel 2025 exercises, the ACT Innovation Branch, AIRCOM and NEC CCIS SSC operationally deployed and tested DINO SAAR, a mission planning, execution, and training system for Air-to-Air Refuelling.
This marked the first real-world use of the tool in an operational environment, aimed at automating and optimizing AAR mission workflows.

Key highlights from the evaluation and operational use:

  • Performance Benchmark — DINO SAAR generated solutions requiring fewer tankers for the same mission set, translating to significant fuel and resource savings and increased availability for additional missions and operations.
  • Mission Planning — Fully automated, drastically reducing preparation time.

  • System Integration — Seamless interoperability with NATO Air C3 systems within NATO’s operational network.

 Warfighters noted the operational impact best:

“With fewer tankers needed and more efficient routing, we’re getting more punch per gallon.” 

Strategic Implications and Next Steps.

Exercise results indicate DINO SAAR offers substantial operational and economic advantages and is primed for rapid scaling across NATO nations with AAR capabilities. AIRCOM is conducting the formal procedure to implement the system as the primary tool for AAR mission planning and execution in future NATO operations.
