Attitude

Understanding and interacting with the human environment is not a task delegated to some experts, it is a priority of all NATO personnel and specially the leaders across the structure. Addressing the human environment in priority and with the appropriate approach is an attitude or mindset that needs to be developed and encouraged by all.

Skills

Willing to address the human environment is the first and most important step, the second is to acquire the specific skills to do it. Depending on their functions and their tasks NATO personnel should acquire specific human environment skills. A few personnel need to master expert skills, but all the personnel needs to acquire basic skills.

Processes

To be efficient, the way the human environment is address needs to be formalized and prioritized into the NATO processes by clearly describing how tasks are carried out to achieve the needed understanding and interactions.

Organization

NATO structures, elements and units need to get a clear HE role, and need to be designed so that they can perform that role in coordination and collaboration with the rest of NATO. Some elements are specifically dedicated to the HEC and address it as the first priority (i.e. Stratcom Capabilities); for other elements, addressing the human environment is one task among many others. It is important to ensure efficient coordination and collaboration between the various elements.
